คู่มือการจัดกิจกรรมนี้พัฒนาขึ้นจากประสบการณ์ขององค์การช่วยเหลือเด็ก ทำกิจกรรมในพื้นที่ประสบภัยซึนามิในภาคใต้ของประเทศไทย เพื่อให้เป็นแนวทางสำหรับการจัดกิจกรรมเสริมศักยภาพของเด็กๆ ในการลดความเสี่ยงจากภัยพิบัติในโรงเรียนและชุมชน โดยมุ่งเน้นให้เยาวชนเป็นแกนนำในการคิด วิเคราะห์ และลงมือทำด้วยตนเอง
คู่มือฉบับนี้ประกอบด้วยเนื้อหาหลักๆ ดังต่อไปนี้
1. ขั้นตอนการเตรียมการ ก่อนเริ่มกิจกรรม
2. “การลดความเสี่ยงจากภัยพิบัติ” แนวคิดและความหมาย
3. การจัดทำแผนที่ความเสี่ยงและทรัพยากรของชุมชน
4. การจัดทำสื่อรณรงค์เพื่อลดความเสี่ยงของชุมชนจากภัยพิบัติ
